A balikbayan box is a door-to-door sea cargo box, usually 18x18x24 to 24x24x24 inches, that Filipinos abroad send home tax-free under Philippine law through licensed freight forwarders. Only forwarders accredited by the DTI Fair Trade Enforcement Bureau may legally consolidate and ship them. As of the 2026-05-31 accreditation list, 137 accredited forwarders serve the United States, and 25 companies on that list have let their accreditation lapse. That last number is why this site exists.
What does "balikbayan" actually mean?
"Balikbayan" combines the Tagalog words balik, "to return," and bayan, "town" or "homeland." The word predates the box: in 1973 the Philippine government began encouraging Filipino Americans to visit their hometowns, and the returning travelers themselves were called balikbayan. Customs procedures were eased for them, and they arrived carrying gifts in the pasalubong tradition, presents handed to the people at home after time away. How does a balikbayan box get to the Philippines?
A balikbayan box gets to the Philippines through a licensed freight forwarder that collects it from your door, consolidates it with hundreds of others into a shipping container, and delivers it door to door to any Philippine address. One sea container holds roughly 400 boxes, which is what makes the flat door-to-door rate possible: you pay for the box, not the weight.
The part most senders never see: Philippine law requires every forwarder consolidating balikbayan boxes to hold accreditation from the DTI Fair Trade Enforcement Bureau, and DTI publishes that list, with each company's Philippine counterpart and an expiry date. The current list covers 162 US forwarders across 20 states and territories: 137 active and 25 lapsed. Before you hand a stranger a box of Christmas gifts, check your forwarder against the official DTI list. It takes ten seconds and it is the single best fraud filter that exists in this industry. Why are balikbayan boxes duty-free?
Balikbayan boxes are duty-free because Executive Order No. 206, signed June 30, 1987, wrote the privilege into the Philippine Tariff and Customs Code as recognition of overseas Filipino workers and the foreign revenue they send home. The 2016 Customs Modernization and Tariff Act, passed after a public backlash against box inspections, raised the tax-exempt ceiling from 500 to 150,000 pesos per shipment (figure as of the CMTA; the detailed rules get their own guide). Duty-free does not mean inspection-free, and inspections are a big part of how long the journey takes.
How long does a balikbayan box take?
A balikbayan box from the US mainland takes 45 to 75 days door to door by sea. The box passes US outbound screening, crosses the Pacific, clears Philippine customs x-ray, and rides provincial delivery routes at the end. Security screening after September 11, 2001 stretched what had been a three-week trip past a month, and delays compound in the September to December peak when container volume spikes. That peak exists because of what fills the boxes: Christmas.
What goes inside a balikbayan box?
Inside a typical balikbayan box: canned and packaged food, chocolate, clothing, shoes, toiletries, vitamins, small electronics, and toys, the practical pasalubong of a family working abroad. The contents are rarely expensive item by item. The point is density: months of small comforts packed to the corners, timed so the box lands before Noche Buena. Sizes are standardized so forwarders can stack them, and picking the right one matters more than most first-time senders think.

A legitimate balikbayan box forwarder appears on the DTI-FTEB accreditation list with an unexpired accreditation. Search any company name, US agent or Philippine counterpart, in the legit checker; if there is no match under any name, ask the company for their DTI certificate before booking, or choose from the accredited forwarders in your state.
Is a balikbayan box worth it compared to regular shipping?
